Proposal for Promotion of Libraries

This resolution is slowly gaining support, but today is the deadline. Sometimes I imagine that proposals may get lost in the pile. I would appreciate it if those who have not looked at would please read through it and add your name if you approve.

Promotion of Libraries
A resolution to improve worldwide human and civil rights.

Category: Human Rights
Strength: Significant
Proposed by: Cherubilia
Description: Whereas freedom of access to information through public institutions such as libraries intends to guarantee the individual full opportunities to encounter free expression.

And the need for universal and equitable access to information, ideas and works of imagination for social, educational, cultural, democratic and economic development is a concept that cannot be ignored.

Therefore, we believe that every member of the United Nations should:

1) Promote the establishment and development of a national library system for the general public, including the promotion of literacy

2) Charter libraries to acquire, preserve and make available the widest variety of materials, reflecting the plurality and diversity of society.

3) Allow libraries to organize and disseminate information freely and oppose any form of censorship.

4) Ensure that libraries shall make materials, facilities and services equally accessible to all users. There shall be no discrimination due to race, creed, gender, age or for any other reason.

:D I agree with your proposal and will approve it. I also like how it is well written and formatted. I believe a lot in free speech and the promotion of literature(which would lead to more intelligent people).

The Constitutional Monarchy of Anse-Ceron fully supports the implementation of a comprehensive library program throughout all the nations of the world. We are concerned however with point three of the proposal, which would not allow the interdiction of hate literature and materials from being disseminated from government funded institutions.

Our government would be more comfortable with this proposal if it were amended to allow for some restriction on the types of information available in public libraries in accordance with members' national laws.

The Most Serene Republic of Etanistan is quite pleased by this proposal and would like to see it resubmitted as it seems quorum will not be reached this time. The second time please post a forum such as this as soon as the proposal is sent. We will be sure to say nice things about it in your new forum as we love libraries and consider them vital to democracy as we know it.

While we are not a Regional Delegate, we will definitely lobby our delegate to vote for your proposal.

We look forward to seeing the new proposal.

Also next time do this:

1. Send telegrams written well(not begging) to all the delegates that have approved other proposals(thus you know that they are active)

It worked for me, mine was 32 votes away when it got deleted, and it had 2 1/2 days left!

Try it, you'll see that if your telegrams briefly outline the proposal, tell them what page it is on, and why it is good (without sounding whiny or beggy) then they will pay attention.

Books are dangerous to public security.

They promote radicalism and dissent.

The leaders can have all the books they need, and tell the people what to think.

It's safer that way.

Education leads to empowerment of the people. I oppose this legislation. Apart from that, it's not human rights, it's social justice (which includes basic welfare).

We can't agree with this. We have some government documents which we release to the libraries. Some parts have to be censored because they're still classified. Because of this, we can't "oppose any form of censorship." It'd be hypocritical of us.
