I am seeking endorsement to put forward a proposal for development of a world-wide education technology access fund. The body of the proposal follows:

If approved, this proposal would establish a world-wide fund for implementation of technology in education. This would be accomplished using the following resolution:

Resolution - Education Technology Free Access Fund
1. Member nations shall implement a tax of the equivalent of $1.00 on all computer related products sold in their administration.
2. This resolution also establishes a U.N. committee to manage the fund and to ensure equitable distribution. This committee will be made up of 6 member representatives determined by the UN council plenary.
3. Member administrations may request disbursment of funds on a annual basis, listing the specific school districts and applications that the funds will be used for.
4. Selection of one administration per year will be accomplished based on applications received per item 3. This selection will be based on need, innovative use, and adherence to basic UN human rights principles.

We need more clarification on how this proposal, whilst most noble, will be paid for if it is implemented.

Come to the Confederacy of the Isles Region and I will endorse you and you will probably get a few more endorsments (you only need 2 to write a proposal) from other members of our region. Everyone in the Confederacy of the Isles is free to do whatever they wish.

As a show of regional consolidarity, and that your resolution does not appear too unreasonable considering the monopoly Microsoft and other members of the computer industry hold, I will approve your resolution when you write it.
