The Fingerprinting-VISIT system is meant to identify people who have violated immigration controls, have a criminal record or belong to groups that the United Nation lists as terrorist organizations.
People who enter any United Nation member will be fingerprinted and photographed when they pass through immigration at airports and seaports.
Those identified has having violated immigration controls will be sent to the Nation of origin.

Problem with this, is that there are many people passing through immigration everyday, how could you even hope of getting everyone without someone slipping through. Funding for this project would also be a problem.
This can also cause a lack in travel, due to the Fingerprinting and Photopgraphy. People would not want to be Fingerprinted and Photographed each time they entered an airport/seaport.
This also can pose a seriouse threat in a form of Identity Thieft. What if someone steals another persons Photograph/Fingerprint?

On the other hand, the idea has merit, but possibly with a few modifications. Instead of fingerprinting, why not have an hourly bit on the member nations' media (tv, radio, and nets) listing known terrorists with pictures and their last known involvement. Set up a tip line, and each member nation can investigate when a fugitive is supsected of being in their country. This would spread funding over a very large source, thus keeping any one country or organization from taking the brunt of the financial responsibility. It would also reduce the amount of funding needed, using the general public's own patriotism as incentive for them to help keep their country safe. What do my brother nations think?
And as for immigration, that should also be up to each country, as each has their own laws. Part of what makes this an effective organization is that each country has the right to follow their own prerogative concerning most matters.
