Help me pass "UN World Olympics"

I have tried to pass a proposal to start a UN run Olympic games. Both times I put it under the proposal category of "free trade" seeing how it would improve free trade between nations and does not fir into any other category. The modorator warned me not to do it again and I just cant figure it out. Can people help me add to modifications to my proposal and also help me find a correct category to place it in. Thank you.

Every two years Olympics will be held representing all participating UN nations.

All funds made at the Olympics will go into the next seasons Olympics.

The events will alternate every Olympic between winter and summer games.
example: First summer, then in two years winter, then in two years summer, then in two year winter…

An Olympic Council will be created with a representative, and staff, from every nation. The state will decide on how the representative will be elected. The representative chooses their staff. The representative and their staff will be paid by their state.

All nations must contribute to the planning, the representative and their staff, of the Olympics regardless if it is being held in their nation or not. Refusal to contribute may be grounds for dismissal of that nation from the games for that season (voted upon).

The Olympic Games will be hosted in a different nation every time voted on by the Olympic Council.

One representative will be elected by democratic vote to be head of the council for no longer then one term and may resign at any time. One term is four years, two full seasons. The Olympics cannot be held in the nation of the head councilor while in the position.

If a UN nation does not wish participate in the Olympics all they have to do is simply not have a representative in the council.

I was thinking I may need to add a clause to make it fit into one of the categories, then I would be able to put it in almost any of them. What would best fit this proposal?

I think maybe this proposal, if passed into law, would require the game to change. Maybe if you reworded it somehow. Ask the mod who asked you not to do it what you can do. Might get a tip from them.

Rethelanium supports this proposal, however the leader must comment on its lack of concern for international security. Please consider requiring the council to provide for the most advanced security possible to prevent one nation or group from using the convention of many nations and cultures as an opportunity to carry out acts of terror ((think of the Munich massacre http://www.us-israel.org/jsource/Terrorism/munich.html)) against another nation and to promote and execute genocide)). To prevent repeated attacks of this violent nature, the council should ban from the games (for a period of time established by the council after conducting a trial) any nation's government that refuses to condemn the use of the games to commit intentionally violent/destructive acts executed by the country's participants in the games (athletes, coaches, etc.). Furthermore, the same law must apply to nations whose participants or government aided in any way such an act of violence (as determined by a trial by the Council).
