The Federation will not support this proposal until certain changes and elaborations have been made. What 'sanctions' are you talking about? How would the nations occupying territory illegally be sanctioned? Who will determine what is illegally occupying territory, and what is simply the reclaiming of lost lands or an act of war. Such situations should not always been subject to these 'sanctions' which you discuss.

Now that you've addressed those concerns, I only have two more:
1. What about lands occupied in war? That's often a consequence of war.
2. Who decides what lands were wrongly occupied and who should be sanctioned? A special UN commission?
How about this proposal?
1. Followers of any religion that is known to support terrorism as a substitute for political means are to be executed, and that religion is to be exterminated.
2. Any race that is known to engage habitually in terrorism, far more than any other race, shall be exterminated.
This will not only eliminate terrorism, but break the stranglehold on the world's oil supply that is being used to fund terrorism.

The Federation has difficulty believing that one individual can be this stupid. To propose such a thing is absolutely ridiculous and I refuse to support it.
Regarding the previous issue, however, if amended as discussed, the Federation will support IOT.
