I'm preparing a U.N. proposition to help rid the world of criminal organizations, (ie, La Cosa Nostra) but I'm not at all sure what sort of effects this thing should have.
International security increases police and military budgets (the two aren't seperated for this purpose), so I think that's probably the way to go. Just keep in mind that a "Significant" in that category would probably have drastic results, like militarizing every member nation. As an example, a single Social Justice resolution on the top strength dropped the game's economic value for Santin by three or four categories.
