The young and naïve representative from The Indigo Islands is recognized by the Chair and addresses the Assembly:

Honorable delegates, We feel that seventeen pages of proposals are too many. Would it be permissible to create a proposal to strengthen the requirements to create a proposal and/or to create penalties if the proposals were frivolous?

A fair question. A proposal like that would be a game mechanics change (kinda basic rule of thumb: "Will it change how the UN itself works?"). I believe that the appropriate place to put such an idea forward would be the Technical forum.

It's quite possibly a good idea, but it's game mechanics. Santin's quite right.
