ok this is the only forum availible to me at this time but who decides if a issue is in or not and who sends the message
I think either the mods or max barry himself decide. I'm not sure though.

Max Barry used to, but [violet] created an interface allowing the GMs and Salusa to do it. And the editor of the issue sends a telegram via the Mod Center I believe that Enodia said.
This was already answered by Myrth in the Tech forum, which is why I had not responded when I frst saw it.
