Proposal: Implementation of Sky Marshals..Need Endorsements

I hope to rally support of delegates to get this to the voting floor of the UN as it is very important legislation and will hopefully halt sky-terrorism. Thank you for your support.

Proposal Name: Implementation of Sky Marshals
Strength: Significant
Affects: International Security

WHEREAS all UN members will begin training of Sky Marshals through promotion within the ranks of their current military or police. Each potential Sky Marshal must complete a thorough background check. If it is found that the candidate has participated in any anti-government activities, malicious or violent crimes, or international protesting, they will not be able to enter training. After background check is completed, candidates will enter into a six week of training which will focus on close-quarters combat, terrorist negotiation, and basic medical training.

WHEREAS these highly-trained peace keepers will be placed on all international flights that depart their country. They will be giving full license to use whatever means necessary to ensure the safety and lives of the passengers.

WHEREAS the jurisdiction of the Sky Marshals extends to all UN allied nations. In the event a Marshal places a person under arrest, they will be tried in the country that the aircraft is based out of.

LET IT BE RESOLVED that despite heightened airport security, the only way to truly makes the skies safe is the Sky Marshal system. Punishment of terrorism should not be handled after the fact but sky terrorism itself should be deterred by this new form of law enforcement.

LET IT BE KNOWN this proposal was written by the allied nations of the Genosha region and proposed by their UN Delegate Doellsylvania.

The Republic of Dovaan strongly supports this proposal. Sky Marshalls would be a very effective way to stop sky terrorism and ensure the safety of all. In fact, commerce and trade would increase because people would feel much safer now that they know they are safe while flying. The use of sky marshalls has been in effect in real life in some of the most dangerous countries in the world and has dramatically curtailed the taking of hostages or seizure of planes by terrorists. I urge all my fellow UN Delegates to support this proposal!

No guns on planes! Sky marshals yes, but no weapons. They have a nasty habbit of being taken off the person carrying them and used against them (check the stats).
Do the El Al armoured cargo bay and locked armoured flight deck thing. It works for them.
As a none UN member would just like to point out I wouldn't want aircraft with some gun toting yahoo on baord flying through my air space. Oh and commit a crime in my airspace and land in my country and you will be tried here.

International protesting even if it is peaceful? Anti-government activities if it was against an unjust system. Current government or past government?

WHEREAS these highly-trained peace keepers will be placed on all international flights that depart their country. What about internal flights?

Apart from that it sounds like a good idea.

Actually, El Al has armed guards on every flight, and they have worked quite well. Our own airlines provide their own very good security, and, in addition, nationals of Muslim countries are prohibited from entering our country or boarding our aircraft. We have had no terrorist attempts in thirty years.

No aircraft transporting any UN agent, including but not limited to Sky Marshals, is permitted to enter our airspace. Any such agent detected will be subject to detention and trial, the maximum penalty being death by lethal injection.

It is an unnecessary risk for a government to start training someone who has a past of anti-government activities...The brave men and women who take up the position of Sky Marshal are a delegate of our country in some aspect...If they do not back their government, then what are they really defending...Also, it is also a risk to take on someone who has a history of anti-government activity since they could potentially be a terrorist themselves...

I’m sorry I didn’t make myself clear. What if the old government was tyrannical and it was over thrown would people who helped to do that not be allowed to sign up for this programme?

I still don’t see the problem of peaceful protests.

Also would the Marshals receive supplementary training, say every year or so to update them on new techniques and threats.
