Communications Satellites (proposal)

The People's Republic of East Squirrelland has proposed a modest UN funded space program to be started with the goal of launching an array of Communications and Surveillance. These satellites may be used for civilian purposes by members and non-members and military purposes by members.

In the long run these satellites will help many industries (surveillance photos can be used to locate factories, mineral deposits, storm tracking for shipping...) , the environment through climate studies and cleaning up industrial accidents like oil spills, and increase the strength of nations by giving individual members the power to determine how this information is used.

Description: This proposal will allocate funding to create a series of
communications and camera equipped satellites for use by all member nations as
they see fit.

All UN members will be given bandwidth on at least one communications sattelite
that they can use for civilian or military purposes. It should be noted that
these most likely will not be 100% secure so strong encryption codes should be
used by each nation sending classified information through these satellites.

Each member nation will have general access to medium resolution camera
photographs of the Earth for use as they see fit, such as climate monitoring
programs or resource management. Nations will also be given time allotments to
higher resolution telescopic cameras for use as they see fit, including
civilian project locations and military issues.

Steps will constantly be taken to make sure non-members do not use these
satellites especially for military actions against memeber nations.

So you want Un member nations to pay for something that will be used by non-members? Isn't going to happen if this ever comes to the vote it will be beaten.

Just curious - what were you planning on using for funding? Last time I looked, the UN had no source of income. Was the funding going to be supplied by East Squirrelland? Or were you casually spending other nation's purses without so much as a by-your-leave?
UN taxation ban
The UN shall not be allowed to collect taxes directly from the citizens of any member state for any purpose.
You're awfully magnamimous to be GIVING bandwidth to the UN members, too. Maybe an operations fee might be in order. Oh, your nation is broke and can't afford it? Sorry, not my problem. Your free-spending habits and social welfare system are of no concern to my strong economy and libertarian ideal.

While we're on the subject, don't you think that this proposal might also apply?
Stop privacy intrusion
Description: We feel alarmed by the increasing intrusion of privacy by the governments in the world. Therefore, we propose that legislation is passed by each UN member that all personal communication, including, but not limited to: face-to-face conversations, mail, telephone, radio, LAN and Internet shall NOT be intercepted by the government, unless there is serious evidence of a planned or committed crime.
I'd just as soon you keep your telescopes out of my skies, thanks just the same.

UN taxation ban
The UN shall not be allowed to collect taxes directly from the citizens of any member state for any purpose.

Taxing national governments would be an indirect tax on citizens so the UN can get its funding from this.

Military use is bad, though setting up a global communication network would be happy. Assuming the purpose is the free flow of information and such anyway.

We do not care to support military satellites which can and will be used by other nations to gather intelligence on our nation. It would be nearly impossible to prevent aggressive misuse of such a syatem, and we would suffer for it.

After reviewing your comments, our illustrious president has decided to submit a revised proposal in the coming days. The 2nd draft of the Communications Satellites Proposal will be submitted after the current proposal fails to achieve the needed backing.

If you have further critiques send them directly to our president to ensure they can be included in the next draft of the proposal.
