Review the proposal for legalizing gambling and give these homeless people a chance to spend their hard earned scraps to better the life of some undeserving snob in the suburbs.

This seems to be more of a domestic issue than a UN one.

The States of Stephenson wonder how often this issue has been brought up in the UN? Let the leaders of your nations pass laws. As another nation said, this is a domestic issue.
