New Proposal - Freedom of Conscience Act

I have submitted a proposal to the UN, called the 'Freedom of Conscience Act,' which would require a two-thirds majority to pass any resolution which restricts the private (non-commercial) behavior of consenting adults. This proposal makes exceptions for behaviors which might impact another nation's economy, environment, or security, or for behaviors which violate another person's rights.

Basically, I think that in order to protect the cultural, behavioral, and ideological diversity of all UN member states, from Libertarians to Theocrats, the bar must be raised on resolutions which would tell adults how they may behave in their own nations and homes.

This proposal has a narrow focus, but one that will help UN member states participate in the international community without sacrificing their individuality.

First of all, why do only non-commercial acts fall under this?

Second, as it affects game mechanics I guarantee it'll get deleted very shortly.

The reason this act only applies to non-commercial behavior is so that it does not interfere with the UN's right to regulate international commerce (Arms Dealing, Drug Smuggling, etc.) but DOES protect the right of citizens within individual states to own a gun or use drugs if their government permits it.

And I hope it won't be deleted, I looked at the past resolutions and several UN procedural changes have passed before.

I like the idea, but I know that I will become very irritated with it when a proposal comes up that I support.

Besides, someone would start whining about how it isn't fair as soon as their Resolution gets above 50%, but fails to reach the required 66%.

I'll support it.

Description: 1.) WHEREAS the nations of the world hold many varying beliefs in the areas of religion and social rules, and 2.) WHEREAS this diversity faces a potential threat from a morally-biased UN resolution and 3.) WHEREAS protecting all nations' freedom of conscience and sovereignty is a vital area of concern for the UN and all member states therein, 4.) BE IT RESOLVED THAT, Any UN resolution imposing restrictions or enforcing a code of rules on the consensual or voluntary non-commercial behavior of adults of at least 18 years of age shall require a two-thirds majority to pass. Exceptions to this shall be made in cases where said behaviors involve children, violate another's human rights as set forth in the Universal Bill of Rights, or where behaviors in one nation could directly impact the environment, economy, or security of another nation. This resolution shall not apply to previously enacted legislation.

Changing the procedures or requirements of passing a resolution are clearly changes to the game mechanics. Proposals to change the game mechanics aren't allowed by the mods.
