Protect Endangered Species (please support)

A number of proposals seem to be touching on the problem of endangered species, so I made a clear, concise proposal to sum it all up. Please support it.
Here is the text of the proposal:
Title: Protect Endangered Species
Category: Environment
Industries affected: Woodchipping
The United Nations,
ALARMED by the increasing numbers of endangered species that are on the brink of extinction and the fact that an estimated 35-150 species of life become extinct every day,
DEEPLY CONCERNED by the destruction of the habitats of animals and plants worldwide, due to increased commercial development,
RECOGNIZING that the preservation of these species is vital to the conservation of the environment and the world's ecosystems,
1. REQUESTS that nations take necessary measures to protect the endangered species within their borders through a ban on the intentional killing of endangered species and a crack-down on poachers;
2. CALLS UPON nations to restrict development that could lead to the destruction of the natural habitats of endangered species;
3. URGES nations to allocate funding for the rebuilding of destroyed environments in order to help endangered species repopulate, without violating any local private property rights;
4. DECLARES ACCORDINGLY that international sanctions shall be placed on any nations that violate this resolution by continuing to harm endangered species;
5. EXPRESSES ITS HOPE that native wildlife will continue to thrive in order to preserve our environment for future generations.

this infringes on national soveignty...what if huting certain animals is a tradition or a strong part of the cultural identity of my country? or what if certain religions requise sacrificing animals on the endangered species list? the world is going to tell my people that they cannot practice their religion or stick with their cultural identity?

furthermore, species that reside only in my country are not an international issue..therefore, the national government of Qorzi may restrict or encourage hunting and protection laws, not the UN.

If hunting certain animals is part of your culture, it would make sense to help them thrive so that you can continue hunting them in the future when they are no longer endangered. Otherwise, you will hunt them into extinction and your culture will suffer an irrepairable blow.
In answer to your complaint about animals in your borders, this issue is something that cannot be left for countries to decide on their own. Just as we would not allow a dictator to enslave all of his/her subjects, we cannot allow a country to kill off an animal or plant species. They are part of the world just as much as you are, and you have no right to kill them all.
