Dear UN delegates and members,

It has come to my attention that while closing down down our nuclear weapons proram to the relief of a few nations, the plans for our missles the Mercury I,II, and III have been stolen. Therefore, to prevent any launches of these missles, I propose the Nuclear, Chemical, and Bio-Toxin Weapons Ban.

This will require the inspecion of missle silos to see if any nations are using these weapons and if they are categorized into these topics, they must be shut down and disposed of under the observation of the UN.

If the missles all in to the Standard Explosive category, then they are allowed to be used. Simple missle defense may still occur, but weapons of mass destruction that affect several nations, not just the target nations should be banned.

If a nation feels that they would to keep them, then they should be allowed. Just think of it this way: If they want to keep them, then they risk having their own weapons used against them. It is probable, and therefore, a risk that each nation should individually be allotted to make.

Did it ever occur to you that the plans might wind up in a non-U.N. nation?

WMD's need to be used a bit more often to keep the stockpiles fresh.
