Nuclear Weapons allowed?

Dear UN delegates and members,
It has come to my attention that Buchnoria is not the strongest nation. Therefore, Buechnoria is to begin construction on 3 missle silos equipped with Nuclear ICBM's. Although Buechnoria is still applying for a UN position, it still abides by the regulations. Is this against or allowed by regulations?

Regardless of UN position, The Kingdom of Skullzz will not tolerate such a young nation developing nuclear arms. Should you somehow manage to actually succeed in building any sort of nuclear weapon despite your lack of sufficient funds or resources, you will find glass craters where your ICBM silos were once located.

Have nuclear weaponry or any type of weapons of mass destruction is not bad. It's basically self dense for the nation. In fact I have set up a proclamation on lifting all bans on weapons of mass destruction. It's entitles "Lift all weapon bans!" on p. 25.

I agree. WMDs are a viable alternative to conventional warfare, which has been far deadlier than nuclear warfare. WMDs are also effective deterants.

I like nuclear weapons, but when every 2 day old nation has them, that's just a bit dumb.
Universal Treason, being a young nation itself, sympathizes with the need for nuclear silos, yet this would be seen as an act of war by many malcontents, ourselves incuded.

ICBMs are possessed by many nations. For this reason, Techcropolis has spent billions to build a space orbital laser to shoot them down, as well as hostile aircraft, or potentially even ground units.
In this age of seemingly universal armament, every nation is at a standoff with each other, so the only weapons of mass destruction that will be likely used are those that are carried in by terrorists. Possessing these arms only possess a liability, and for this reason, Techcropolis, as a city-state which cannot afford the devestation caused by such risks, does not choose to install nuclear missile silos.
On a side note, Techcropolis finds its nation's joint efforts amoung its neighbor states to build a civilian and military presense in space negates the needs for missiles aimed at other countries, for more potentent astroids could be dropped out of the heavens instead.
