In that case I don't think it was so much in the wrong category as not in the spirit of the category. Environmental concerns usually involve saving animals, not killing them.

The proposal was the elimination of all Hippo's.
The category was 'Environment'.
I don't see what category could have been closer to the mark.
Killing hippos does not "increase the quality of the world's environment, at the expense of industry."
Maybe it was a polite way for the moderator to say that you should be lit on fire for making a stupid proposal like that. :shock:
