I have never looked closely at region control, so I was checking it out. I clicked on a nation to see if it would give a reason for the person to be on the eject nation list... I NEVER ment to eject them!!! Is there any way it can be undone!!!! :(
I assume you could telegram them and ask them to come back, but I don't know if ejection is a kick or a ban from the region, since I've never dealt with it before.
That said, this doesn't really belong in the UN forum.

Under the ban nation list, there is a list titled Banned Nations or something to that effect. The nation you expelled will be on that list. Remove them, and they will be able to move back. I'd also telegram an apology.
But yes, this does belong in the Tech Forum...
