Torture resolution: What are the real observable effects?

Ok, I'll give it to you that this new anti-torture resolution is poorly written and impedes on the sovereignty of our nations. But what will the real effects be on the Big 3 Categories? For example, the labor union resolution the other week ended up crapping on our economies. What would the passage of this torture resolution do to our civil rights, political freedoms, and economies?

My thoughts are that it seems that it might increase civil rights. However, would it also eliminate the death penalty, and if so, would that then lower political freedoms (i.e., because allowing the death penalty when the issue comes up increases political freedoms)?

In responding, please only discuss the effects it will have on the Big 3 Categories (political freedoms, civil rights, and economy). There's quite a few other threads where you can address how bad a resolution this is.

No, it wouldn't also eliminate the death penalty. A Human Rights resolution will just increase civil/political rights (I think). The text of the resolution doesn't matter to the game mechanics.
