Peoples throught the world are in dire need of donor organs.Though the removal of many of these organs is fatal to the host some are not. Specificly whole kidney's and liver segments.
Currently under most international trade and health laws it is illegal for a person to offer these organs for sale and profit. There has been a marked increase in black market trade of illegaly aquired organs.
For non lethal donations the ban should be lifted both thwarting the black market and enabling people who are in dire need fo these organs to aquire them more readly. An added beniefit of course would be a new marketto become involved in.

In that, I recently had to make the donation decission, for my brothers passing, I feel the need for more donation is quite neccessary.
However, the idea, of allowing the sale of organs, has major problems.
If you look at the levels that drug addicts go to, in order to obtain money, what would keep them from murder for a fix. Guns for hire are already out there. Many people are desparate enough to bump off a relative to get the money for their organs.
Try re-writing your proposal to cover these issues and repost it here and see if you don't get some help.
