The Holy Empire of Falstar is considering making a proposal to increase world security by increasing police and military budgets. Simply put...while you see the action as "anti-dum dum bullets", the game mechanics sees it as "anti military".

Its that simple.

You cant determine what part of military spending decreases, by a resolution as that, ALL military id affected.
