if it would pass, around that date it would be accepted
Why not fix it to a place on the calendar (for example, the third Monday of December) instead of a specific calendar date? This would ensure a three-day weekend. 8)

Only there could be a year like 2003, this year, in which the 1st of December lies on a Monday; in that case the third Monday would be the 15th. Next year, the first day of December will fall on Tuesday, making the third Monday the 21st.
