First off, let me say that this is one of the most insane ideas ever to come up.
Now, for the issues i have with this. Without land mines smaller, less advanced nations, will crumble in time of war. The lack of mines will allow invading nations, even if they only have slightly more troops, will be able to get behind the lines of the opposition with little difficulty. :evil:
What i suggest as a resolution is, as soon as a war is over the united nations will insist all mines are removed. If not they shall suffer extreamly harsh penelties.
