ACKNOWLEDGING that people should have the right to control what enters their minds and should not be fed information that they do not desire to learn,

We have CONCLUDED that no citizen of any member nation shall be forced to learn against his or her will because of their right to control what enters their bodies and what what stays in them.

Hate to be the one to break this to you but according to your definition a person's parents would be commiting a crime to teach them language should the child decide later on they did not wish to learn it. You might want to make it a bit more narrow.

No but you do HAVE to learn some things. For example if you do not know that a knife is sharp and you swing it around wildly and get cut. You now learned two things: 1. knives are sharp. and if you didn't already know this 2. Sharp things hurt when they enter your skin. So who would you punish for making you learn that?
