what happens if two countries have same # of endorsements? who gets to be delegate?

it switches every day or every 6 hours (if i remember correctly...)
or it's the person who had the endorsements first
It used to be every day they switch, but someone pointed that out and now it is the current delegate that retains delegacy. I don't know what happens if the tie is between two people in a region with no delegate though.

I beg to differ. It's the person who got his last endorsement the latest. I remember because once I had like 9 endorsements and someone else got that many and overthrew me.
