I made a proposal, that concerns teh advertisement of drugs, but I don't know which catagory to put it in. Any suggestions?

Whereas: Advertisement can project images into out minds that are neither truthful or healthy.

We propose that:
While the use of recreational drugs should be up to the state itself, I propose that all UN member nations illegalize the advertisement of all forms of serious recreational drugs including items meant to be consumed that have alcohol, nicotene, marijuana, heroin, etc. However discluding caffeine.

As for the proposel itself, I'd change "serious recreational drugs including items meant to be consumed that have alcohol, nicotene, marijuana, heroin, etc. However discluding caffeine." to "intoxicating substances to be used for recreational purposes" so it isn't too ambiguous.

Thanks for your advise, although I hesitated putting it under "recreational drugs" because it's not about whether people can take drugs or not, but how it is advertised. Any other opinions?
