PURSUANT to the resolution "The rights of Labor Unions"
CLARIFYING the implemenation of the above mentioned resolution and the obligations of Labor Unions
RECOGNIZING that Labor, Industry and national prosperity benefits from a clearly defined framework of rights, obligations and procedures
1. Each Nation shall institute detailed rules for a comprehensive collective bargaining process, establishing modalities for negotiation, industrial action and the role of the state in this. These rules shall fully comply with the above mentioned resolution and contain adequate safeguards for the securement of wider national interests and the protection of third parties.
2. For purposes of implementing the above mentioned resolution, "Strike" and "Lockout" shall be understood to refer to industrial action as a component in a regulated comprehensive collective bargaining process. Each state shall regulate as it sees fit, and in accordance with the principles of Human Rights, the use of strikes or lockouts in any other context.
3. Labor Union representatives are responsible for avoiding undue conflicts of interest, particularly in connection with candidacy for or holding of public office.
4. Labor Unions shall publish fully any contributions, in cash or in kind, they may choose to make to any political party or any other organisation.
5. Labor Unions shall ensure internal procedures for election of their own representatives and conduct of their business that are transparent and in accordance with democratic principles.
6. Each member state shall retain the right to temporarily suspend the provisions of the above mentioned resolution for the duration of a formal state of war, or for a maximum of six months in the case of other national emergencies. In the latter case, such suspension is subject to approval by the United Nations.
