International Anti-ICBM system

The modern world lives under a specter, the specter of Nuclear weapons. A thing that haunts us more closely and surely then tha Apocalypse myths of old. For the first time in human history, we can quickly and ultimately end all human life within a few minutes. So far we have not used such great and terrible inventions, but sooner or later we all know someone will. Human nature, burgeoning populations and ever shrinking amounts of rescources make it inevitable. To this end, I propose that we do as a whole, what no nation may have the funds to do, or trust others to do by themselves. That is that we as a united humanity all pitch in to fund an anti-nuclear weapons system or series of systems. These systems will not be run by a single country, but a collections of representatives and specialists from every single UN member, to insure that the system aids all equally. The goal of the system(s) will be to protect all nations from nuclear assault. The exact level of funding by each nation, technical details and other types of involvement will be decided by the UN as a whole via vote. This funding may be great or small, but whatever it is I believe it will be far smaller then the cost of any successful nuclear assault.

An International system of antiballistic missile missiles wouldnt work. And im pretty sure the system could be "cheated" by any nation that put its mind to wanting to cheat it. There would be loop holes. The use of space based lasers could also aid in an attack against an "anti-ICBM" missile, space based lasers could also be destroyed in orbit by satellites that serve that purpose. There really isnt a true solution to the problem of the growing number of ICBM's in the world, so why try to invest the money.
