Promote global scholarship

This is an effort to raise awareness for the UN Scholarship Fund, a proposal that has the potential to empower and motivate the best and brightest young people in the world. The proposal is as follows:

ACKNOWLEDGING that education is paramount to the success of a society,

RECOGNIZING that it is unrealistic to expect all nations to subsidize higher education,

ENCOURAGING the young people in this world to strive for excellence in education,

We hearby propose the establishment of a UN Scholarship Fund. Each UN member will contribute one-tenth of 1% of its education budget to the fund, which will be used to award at least 20 students of varying citizenship with a full scholarship to the university of his or her choice, as well as a visit to the UN and a period of study in a nation whose language, culture, or political views are significantly different from their own. A committee of 10 representatives will select the scholarship recipients on the basis of scholarship, service, and diversity. Committee membership shall rotate each year, and no member nation may have a representative on the committee for more than two consecutive years. All scholarship recipients will be invited to present their experiences to the UN forum upon graduation.

While I applaud the goals of this resolution, the amount of money that you are requesting is far to high Even in the small Federation of the Weir Provinces, you are suggesting we spend .01% of our budget-140,000,000 Centis- on educating 20 young people. Further more, the United Nations mandating how nations must spend their budgets makes the Weir Provinces uneasy - consider *suggesting* that nations spend a fixed quantity of money on the education of these youngsters. A nation of one billion will not have a need to spend over 1.5 billion dollars to educate 20 people.

The role of the United Nations is not to mandate the actions of member states, it is instead to suggest. In truth, the strongest language the United Nations can use is to condemn or demand. Although yes, nations must follow its edicts, this power should not, no, *must* not be abused.

Anyways, the Weir Provines particularly approve of your Preambulatory clauses, and wishes that more nations upheld these goals, in particularlarly clauses 1 and 2.

Weir Provinces: we see your point and will consider revising the money involved. Two points, however, may have escaped your attention about this proposal. First, it is intended to educate a MINIMUM of 20 people. It could obviously be used for more as funding allowed. Second, it's 0.01% of the education budget of a nation, not the overall budget.

We were afraid to recommend a fixed amount because some nations are considerably richer than others and because the costs of education continue to rise each year. Furthermore, nations will want to know how much they should contribute to the fund. If I make funding voluntary, then nations who do contribute will complain when a student of a non-contributing nation wins a scholarship. If I require a nation to donate some money in order to make its students eligible for the awards, I will defeat the global aim of the proposal.

We sincerely want to revise this proposal so that it will make it to the general vote, but we do not want to do so by creating something that is logistically impossible. If you have any UN members have a suggestion that will resolve these issues, please let us know.

Acknowledging, that education is paramount to the success of a society,
Cognizant that it is unrealistic to expect all nations to subsidize higher education,

The Security Council:

1. Encourages the young people in this world to strive for excellence in education;
2. Endorses the establishment of a United Nations Scholarship Fund (UNSF):
2a. Recommends that all United Nations member nations pay .005% of their Education budget into a central UNSF depository,
2b. Suggests that at least 3 students from each member nation of the United Nations is granted a full scholarship to the university of his or her choice, as well as a visit to the UN and a period of study in a nation whose language, culture, or political views are significantly different from their own. Any increases in the number of students will apply equally to all United Nations member states,
2c. Strongly Supports the creation of a rotating committee made up of United Nations member states with the task of picking out candidates for the program from all member nations, with the students being selected on the basis of scholarship, service, and diversity,
2d. Declares the UNSF Committee membership shall rotate each year, and no member nation may have a representative on the committee for more than two consecutive years;
3. Condemns nations who refuse to offer access to public education, through high school, to all their citizens, of all races and sexes.


That is in the correct format for a United Nations resolution, although it should be in working paper form at this time. *shrugs*
