After reading through many of the trheads in this forum I have noticed that there are primarily two "schools of thought" regarding the Nature of the UN and its relationship with all member nations.
They are ( in a nut shell) ;
1) The UN is the World Government (often used by member nations that want to force policy upon all nations)
and
2) The UN is a place where we can solve problems between nations or "global issues" but has not right to authority over any Member Nation.
( often used by those member nations that want to be peaceful cooperative nations but respect every nations right to self determination)
So How about this idea for a proposal?
We pass a UN Resolution that states in essence that each UN Polocy Resolution( a resolution that would effect the governing policies of a nation) is binding on every member nation that ratifies it.
This would make the UN a much more truly cooperative body without infringing upon the right of self determination of any member nations.
It would also create a situation where all those nations that have historicaly introduced UN Resolutions that , in affect, force domestic policy changes of member nation to put there money where their mouth is and pursue a policy of cooperative persuasion to expand their governing ideology to other nations rather than through the tyrrany of the majority vote.
After all if all these " governing improvements" are just that then why would any nation who embraces them not want them to be a testiment to the beeterment of society that would be admired and then, perhaps desired by other nations rather than being forced upon those who have yet to grasp the full understanding of such imp[rovements?
On a practicle level all the Moderators would have to do is formulate a means ( much like they currently do with "Issues") by which all UN Member Nations could choose to "Ratify or Reject" any Passed UN Resolution.
