To endorse another country, both countries must be UN members AND they must both be in the same region.
If you move to the Elysian Archipelago, the Most Serene Republic of Etanistan will assure that you receive an endorsement. It is our state policy that endorsing many nations at once is best for international democracy.
I managed to get some endorsements from people by endorsing them and in one case flat out asking by telegram and in another it just happened because the other country was being nice.
