Honored Members of the United Nations:

Too long has war ravaged our world and needlessly wasted our resources that could have easily been used for other purposes. I tell you, however, my friends, that we no longer need to waste our resources. I suggest that by working together we can create a framework so that every country can run on a minimal military budget and still provide for national security. This is my plan:

1) Members of the United Nations shall not declare war against other members.
2) All members of the United Nations shall declare war on any member nation that violates the first rule, or upon any non-UN member nation that declares war.
3) No member shall initiate a "first-strike" attack against any other member except in cases of extreme international emergency and with the consent of 1/2 of the regional delegates.

Together, as an international community, we can secure the right to a life without war by forming a worldwide alliance for mutual defense. The cost of any nation engaging in war will be sufficiently high enough to prevent any conflict. We have deterence by conventional means; we have deterence that could actually work as contrasted with the nuclear form of deterence that currently exists. Nuclear deterence is an outdated idea because no country could legitimatly use nuclear weapons without risking their own security. Under this resolution, a conventional attack would destroy only the aggressive country and not threaten international security.

To the end of creating an International Defensive Alliance, I call upon all delegates in this chamber to endorse this proposal and bring our world one step closer to peace.

Note to moderators and those who previously endorsed my proposal: I have resubmitted this proposal under "International Security" rather than "Global Disarmament." My initial reasons for classifying it as Disarmament is that my resolution would actually allow for a decrease in military spending and I initially desired to have the stat modifiers reflect that. I believe, however, that I am now in accordance with the wishes of the (excellent) moderation team under the classification "International Security."

The International Defense Alliance

WHEREAS, war is a plague on human society.

WHEREAS, conducting and preparing for war require immense commitment of scarce resources.

WHEREAS, armed conflict has been regarded as a last resort for the resolution of a dispute between nations.

WHEREAS, the United Nations has a compelling interest to promote global peace and stability.

WHEREAS, the world possesses the resources to form an alliance for mutual defense between all of the United Nations.

WHEREAS, a global alliance would allow every member nation to reduce military spending and use the world's scarce resources for positive economic means.

Let it be RESOLVED that:

-The United Nations shall form an alliance for the mutual defense of all member nations.

-Any attack on any member nation will result in declarations of war by all member nations against the aggressor.

-No "first strike" on any member nation shall be allowed except in cases of extreme international emergency and with the consent of one-half of the regional delegates.
