I've created a new proposal that will hopefully turn the UN's attention toward more serious matters:
Resolution of Personal Justice
Description: No citizen of any member country may be held liable for the crimes of his or her race, religion, or family ties.
The families and friends of citizens may not be imprisoned, fined, or otherwise punished for the illegal affairs of their relatives or brethren, unless they have aided in the commission of the crime.
Furthermore, all debts owed, goods promised, or equivalent restitution for crimes, may only be garnished from the estates of the victims, and cannot be gained from the perpetrator's family, friends, or organizations the perpetrator or debtor may have been involved in.
Exceptions to this resolution are granted in the case of an organized crime syndicate planning together. In such a case, all members so aiding in such plan may be held liable for the results of it.
"So let it be written, so let it be done."

It's sort of near quorum, but not there yet. It has about 1/3 of the approvals it needs. I would appriciate some more UN votes so the rest of us can vote on it. :)
