Honestly, I think that if this proposal gets approved, there will be a new class of inequality that would need to be resolved. And what is to stop the mob from robbing the people who recieve the help? This seems to be a logically flawed system. Kind of like if you take to lower 10% out of something, there is still a lower 10%.
