Major Question
My puppet, Altea, recevied this message from the Compliance Ministry:
Laws have been enacted to bring the United Gundams of Altea into compliance with the United Nations "World Heritage List" resolution.
Now, to my understanding, messages are only received from the Compliance Ministry if a UN Nation misbehaves, and I really don't know what I'm doing wrong...

That is when legislation is passed. If you are in the UN and a resolution passes, it sends you a telegram notifying you of this. Worry not, it just means that that specific resolution passed and now there are laws in your nation enforcing it.

One more question: there was a topic I was actively in. I haven't been on for about 5 days, and now the topic does not come up. I know there's a time limit, but 5 days?????

I am not aware of a limit for topics. Are you talking about a thread? Threads, I do nto know about, did not know of a limit of days... Whenever I want to keep a certain thread, I send a telegram from one of my puppets to my main nation with the link in it. Then, I can keep it forever and ever!
Er, yes... I call 'em topics...
Try searching for the thread you're after (search function at top-left of the page). Although, if it was an active debate it might've comepletely changed in 5 days if it was something else then people might look a little askance at thread mining like that.
While I'm here:
Compliance Ministry - sends you a telegram (or should) every time a UN resolution is passed. Nothing wrong with these sorts of telegrams, it shows that democracy is working - or something like that.
NationStates Moderators - these are the telegrams you get when your nation's been acting up. Obviously you don't want them too often, if at all.

Lately some of my favorite topics have been made inaccessible on the search function.
I have had to go the the "View Your Posts" function on the Forum Index to get back into the topics.
