New Proposal

Here is a new proposal for international security. What do people think?

Acknowledging that the world's warlords and tyrants will not be deterred in their actions by mere resolutions, and that the forces of imperialism cannot be significantly curbed by diplomacy,

it is proposed that the United Nations, in order that it may remain an effective force for peace, stability, and basic human rights, endeavor to create and maintain a sizeable and operative body of armed forces,
from henceforth to be known as the Armed Forces of the United Nations of Earth (AFUNE).

And further acnkowledging that these forces are to be used in accordance with United Nations law, it will be legislated that:

The AFUNE are to be deployed under, and ONLY under, the following situations:

1 - A sovereign political body has adopted a policy of genocide.

2 - A sovereign political body has, without provocation, militarily assaulted another legitimate sovereign political body.

3 - A sovereign political body is guilty of a gross violation of basic human rights (as, eg., is the case in situation one).

4 - A situation of chaos and disorder exists in a region of the world, be it under a sovereign political authority or not, such that the security rights of persons living in that region are under continual threat.

And that further situations may be added to the above list by later United Nations resolutions.

Finally, it will be required for all member nations, based on their level of economic development and amount of production, to aid in the maintenance of the AFNUE.

I agree, the United Nations should have military power. I fully support this proposal.

Where will the soldiers of this UN Army come from? I think it would be best to allow member nations by choice to provide military force in the name of the UN on a case-to-case basis.
