How the hell do they measure weather? It looks like a function of environment, but "random" would be a better way of measuring.

Obviously if you do not pollute (and do not have polluting neighbours) you have better weather.

I doubt that the arctic regions or the north pole pollutes much, yet their weather stinks (constant cold, snow, etc.)
While in some polluting countries, PRof China or the US, you can have pretty good weather.
Weather is really more about where you are and the climate factors associated with the region... only if your nation is a complete nuclear wasteland would there be any significant effect to the weather.

In a nation that pollutes (assuming for a moment that pollution is isolated to the nation that produces it) you have problems like smoke/other lovely chemicals being ejected into the sky, poor water quality, holes in the ozone layer etc which all lead to bad weather, things like acid rain, smog clouds over major cities, too much ultra violet light getting through etc. You also get more extreme weather, things like cyclones or tornados, not to mention rivers flowing backwards.
Well perhaps not the thing with rivers but still best weather does not mean how nice and sunny it is every day.

Conscription isn't right or left. It's authoritarian in general. Command economies are just as willing to draft people regardless of whether they are right or left. The only difference is right tends to draft more for military, while left-authoritarians draft more for forced agricultural/industrial labor.

There are plenty of right wing nations high up on the list, not as many as left wing nations but that is because in general the right just wants to make money and doesn't care about the environment, as a result they have icky weather and die young in a freak accident involving geese and a hang glider.

That last sentence (emphasis added by me) clearly breaks your argument. The question was which nation has the best weather, precisely being "how nice and sunny it is every day." While environmental pollutants and all the other good stuff described above by you do affect weather conditions and patterns, they can hardly attribute to dramatic climactic change in a short period of time (you'd need hundreds of years of a history of major pollution in order to get any significant imbalance in temperatures, extreme weather conditions, and the like.)
