I requirement of coherence makes great sense to me. Otherwise, it is very hard to be sure an idea is interpreted (sp?) correctly.

I agree, there have been far too many badly worded, ill thought out and generally rushed proposals lately...but given the amount of work it takes to get a proposal through to resolution I'm not surprised that most nations cannot be bothered to spend the time formulated decent proposals.

I move that the time given for Delegates to endorse a proposal should be extended to 14 days rather than the 7 we have now! 8)
