Hello, umm, how do you add your own issue for the United Nations? :oops:
If you want to make a proposal, scroll down near to the bottom of the UN screen. The section is titled Proposals. Click on submit a proposal and select the appropriate category, a name that summarizes your proposal nicely, and then a good description (and make sure you cover the major bases in here. Think of it as a legal document, you don't want loopholes blowing you wideopen.

It all depends. For the larger part, this "real world" does not exist.
You could base it on the real world if you'd like. After all, if you scroll through the proposals in cue and awaiting support currently, there is a large variety of... interesting proposals. Some of them are good and based on the real world [i.e. child abuse, child labour, slavery, toxic waste disposal, etc.] others.... [Save the purple cows, stop turtle oppression... need I go on].
It would enhance the games Role Play factor if you made more realistic world issues.
But, as far as the real world goes, consider this:
Good Real World Proposal
"People of the world, child slavery is an appalling blight on the world. Just look at the number of nations out there who allow this diabolical practice to go on..."
Bad Real World Proposal
"Let's bomb France"

You have to have at least two endorsements to submit a proposal.
But, as far as the real world goes, consider this:

You can create proposals based on real-world *phenomena* (child soldiers, communism, hydro power, tuberculosis), but not on real-world *entities* (North Korea, Microsoft, George W. Bush). The default assumption is that NationStates is *like* the real world, in terms of many of the same things happening, but it isn't *the same as* the real world, so you can't assume that the same people or countries exist.]
