Seriously. What's the best way to go about getting attention for your proposal? I know there are dozens of delegates out there who do not read through the whole list on a regular basis, and I know there are dozens who do not read the forums. So how do I get the word out?
And before you say "Telegram them," isn't that spam? Don't people complain about that on a regular basis? Besides, there are almost 2000 delegates, how does one get the message out to all of them?

I'm not sure I can reply to this most effectively, since I've never been able to get an issue to quorum--although I've gotten about 2/3 of the way there. However:
Telegramming delegates is not considered spam, *IF* you follow some reasonable guidelines. Qaaolchoura has created a sticky on this topic, and my impression is that most delegates agree that if you follow those recommendations, it will do your proposal more good than harm.
I wouldn't bother trying to telegram anything *like* all 2000 delegates--for one thing, that would involve telegraming a lot of people in violation of Qaaolchoura's suggestions. Spend a bit of time looking at what sorts of proposals active delegates endorse, figure out the 100 or so who would be most likely to endorse your proposal, and after waiting a decent interval to let people who decide to do it on their own do so, or give their reasons on the forum for not doing so, telegram the *remainder* of that 100.
