Fellow UN, i need your support for my proposal...

I propose all united nations contribute 7% of thier healthcare budgets to founding and maintaining thier own AIDS research center, if all nations have one, and we all collaborate with each other, we are bound to find a cure. Together we can put an end to this. Thank you for your time.

It seems that if your goin to colaborate anyway why not just contribute 7% of healthcare budgets into one more organized international effort. This would be much more efficient as it would prevent redundent research and would facilitate better communication between all parties involved. Further more The High V voluntiers to put aside land and fund construction of facilities on the condition that all funds are transfered to The High V for proper dispersment.

7% of healthcare budget is silly, many nations give hardly any funding to healthcare and thus will avoid making any significant contributions. It is also a little too specific.

We in Gurthark think this is *much* too specific. AIDS, reletave to other problems, is an issue of varying severity in varying nations. In some parts of the world, it's public health issue #1, with as much as 1/4 of the population HIV-positive, and 7% of their healtcare budget for AIDS is laughably low. In other parts of the world, there are much more immediate problems, and 7% is probably too high, and would take money away from programs that are more urgently needed.

If you were requesting 7% of healthcare budgets for an effort to fight AIDS *globally*, we'd consider this. But micromanaging how nations run their healthcare systems internally seems quite pointless and a recipe for inefficiency.
