,000 Fine?

I don't know about you guys, but $10,000 is really nothing to a business or country of any stature. I could pull $10,000 out of my butt. I mean, sure, my country of Nevereskya is doing pretty well as is, but come on...raise the fine, or nobody will stop pouring toxins into the waterways. It's pocketchange to any government. And if a company can afford to create the waste, they sure as hell can afford $10,000 to get rid of their sludge, and sacrifice one lowly working peon to federal prison for a few years.

Catch my point?

Up it to something like...$5,000,000. That might put a damper on their yearly budget.

The corporate HQ had beautiful grounds, with gardens and a relecting pool, all accessible to pedestrians. As a result, they attracted dog-walkers, loving couples, and familys out for picnics.

"Do something about this!" growled Freda Fibula, CEO, to her Assistant VP in charge of footkissing. "Put up a threatening sign or something."
"Yes mistress" fawned the toady, and hastened to comply.

But soon the whole area was swarming with familes eating, walking around, throwing breadcrumbs to the swans; Freda was furious. Storming out of her bastion, she bellowed: "What do you people think you're doing here? Can't you read the sign?"
"Oh, but we did!"answered the smiling crowd, "And we couldn't agree more>"

Turning around, Freda saw her new sign; it read "FINE FOR PICNICS".

The mentallity like that is what made some old bankers (like the one that put Carl V in power, in spain, germany, the netherlands and a whole lot of other area's, about 1500-1550) very very rich. It is also the same mentallity that in the end decided what in the end became the kings and queens and dukes and counts at the end of the middleages. The ones in power where the ones whose forfathers knew how to make use of the shortsightedness of the average human being.
