Support the Taxation and Fine Limitation Act

The Empire of Smaptania would like to bring to the attention of the delegates the Taxation and Fine Limitation Act, which is currently seeking endorsements. The TFLA has been drafted in response to recently approved and soon-to-be resolutions requiring member nations to act as tax collectors for the UN and to harshly fine citizens of their nations for failure to comply with UN guidelines. Although the Empire relies on a cashless economy at present, the Emperor recognizes the importance of financial sovereignty and through this resolution seeks to protect the citizens of member states from excessively punitive and poorly-thought-out actions on the part of the General Assembly. Your support is appreciated.

Below find the text of the TFLA:

Description: WHEREAS, the United Nations recognizes and guarantees the sovereignty of its member nations and their citizens;

WHEREAS, the United Nations General Assembly has recently approved actions that threaten the civil and financial sovereignty of its member states;

WHEREAS, these actions are in contradiction with the principles upon which the United Nations is founded and in contradiction with established UN precedent;

WHEREAS, this situation is in dire need of correction;

The Empire of Smaptania proposes the following:

1) That the UN shall levy no tax or fine against individual citizens of member states, or of corporations based therein;

2) That the UN shall not require member nations to levy any tax or fine against individual citizens of their respective states, or of corporations based therein;

3) That the UN shall levy no tax against the government of any member state;

4) That the UN shall be empowered to levy fines against member states under the following circumstances only:
-Failure to pay membership dues
-Failure to make other mandatory payments into the General Fund or other funds as may be determined by resolution of the General Assembly
-As reparations for war crimes committed against another member state
-As sanctions for failure to abide by General Assembly resolutions
