Problem with Number Three

Provision Three states:

3.) Breaking the 'Dumping' law requires either 5 to 7 years in a federal prison, fine up to $10,000 or 100 to 500 hours of community service. Governments court system's decision.

The "Governments court system's decision" could be severe to null depending on the Government's politics. By the definition of this provision, a Government could fine a corporation $10,000 for dumping toxic wastes that could have costed millions to recycle, or... distribute 100 hours of community service to thousands corporation employees which does not add up to much.

There are many variables that make this provision inadequate, although the proposal is definitely a step in the right direction.

I feel that the countries should be held responsible and mandate punishment as they see fit. Countries that do not abide by, or abuse the terms of the proposal should be handed trade sanctions fines, or any other reasonable punishment.
