Yes, you can (I think). War hasn't been outlawed in the UN. If you joined the UN late you can even use biological weapons, as well as other WMD, since you are not affected by the "Elinimation of Bio-Weapons Act". Sure, the UN will whine and shake its fist at you, but it can't really do anything on its own.
BTW, your leader's name is absolutely weird.
