The compulsory 11pm closing time for pubs across UN Nations should be ended and nations should strive to modernise their antiquated licensing laws.
This government has decided to forge on with reform of the drinking laws to change the "get it down your neck" culture of binge drinking and to boost the tourism industry.
The reform plans we are proposing will mean that local pub closing times will be varied on police advice to stop rowdy drinkers all emptying out onto the streets at the same time. Pubs will, in theory, be able to open 24 hours a day, seven days a week, but residents will be able to challenge such licensing applications.
We believe that relaxation of laws of opening hours will reduce binge drinking when people are trying to drink as much as possible before closing time and then going on to the streets at once.
We hope that this proposal, if passed, will help end the "get it down your neck" culture that has developed amongst some young males, and all too often these days, amongst some young females as well and the drunken scenes witnessed too often on city streets after closing time.
Eventually we would hope to encourage more sensible drinking seen in other countries. The current ritual of late night drinkers pouring onto the streets at closing time, with its subsequent crime and disorder problems, has been an unwelcome tradition for far too long in our towns and cities.
In short, we posit the following points for legislation:
• Flexible opening hours up to 24 hours, seven days a week
• Personal licences for pub landlords issued for 10 years
• Local authorities rather than magistrates to make licensing decisions
• Increased access for children to licensed premises
• One stop drinks and entertainment licensing system for pubs and clubs including conditions on hours, noise limits and capacity
