On the contrary, reducing the stringency of drug laws IS rather controversial. While the people of New Clarkhall have moved on from the days when we strung marijuana users from the nearest tree, other nations have not, and we see nothing wrong with that.
Let each nation deal with marijuana users in its own way. UN legislation for this is needless as it has no international scope.

I wonder if you there exists somewhere a big well supported discussion with good significant arguments why the UN should bother with something that is a clear interverence with internal affairs.\
I don't know how much it has happened in the passed. But UN IRL is extreemly scary about those things, they are almost bound to backfire on a nation in a nasty unexpected way :P.
Actually it is written pretty non extreem, the effects are more extreem than the description, but that makes it seem so pointless to interfere with internal affairs too :P
Tell you what, bring a whole human rights etc etc etc discusion in the move and sneak some of these things through as well using the arguments others seemed to use for important things. Or use the arguments of your oponents against them.
Think it should give you a better change, if you are up for it. But you fight in what you believe right :)
