After hearing complaints that the aids bill had no means to be implemented I created this work in progress, based loosely off of the cdc and who

To prevent the spread of deadly communicable diseases to other areas in the globe
- The WHO will have all necesary jurisdiction to establish internationaly respected quarentines
- Violation of the quarintines shall be punishable under international law
- Quarentines shall be appropriate for the disease in question
- Quarentines shall be subject to review if they are potentially being used for political gains
- The WHO shall have the power to act in any nation suffering from a disease which threatens the national community
Regarding Combat
- The WHO bases, camps, and staff shall not be fired upon.
- Those who fire upon the WHO shall be tried in an international court
- All WHO staff, buildings, vehicles, or camps shall bear the WHO insignia
- Impersanation of the WHO shall bear the same punishment as firing upon them
- WHO HQ shall have information about the general location of all WHO units in the region of operation
Regarding The Finance of the WHO
- The WHO shall their funds from the UN membership fees
- The funds may be appropriated when deemed necesary for;
- The payment of salaries
- The purchase of vacines, antibiotics, and other such medicine
- Education programs
- Transportation of WHO doctors and staff
- Construction of base camps, Headquarters or other necesary buildings
Regarding the Organization of the WHO
- The head of the WHO shall consist of 2 branches the executive and legislative
- The Legislative Branch shall form two houses both elected by regional elections
- The house shall represent each region by population and shall start legislation
- The senate shall pass legislation it deems appropriate, it shall be formed by one delegate per region
- The Executive Branch
- Shall be appointed by the general assembly every 3 years
- Shall have the power of veto
- The general assembly shall have the power to restrict, or increase the WHO's power.
