The Rogues of Byna cannot see how any freedom loving nation can actively support such a resolution.
We all know the cost of war, and the extended price of when these wars are drawn out.
So why on earth do we want to protract these conflicts by throwing combatants back into the lines?
Let them wage war as they must, but in Byna's eyes, any Doctor who chooses to actively assist the enemy is declaring himself as the enemy. Any man who aids an enemy soldier back into the field is effectively taking arms against their opposition in an indirect manner.
Let them be guarded by the Geneva Conventions, certainly, but by no means should this personnel be allowed to act with impunity as more than many will find ways to exploit that impunity.
