IN LIGHT of the vile doctrines that have been used to justify centuries of slavery, imperialism, and genocide,
REAFFIRMING our commitment to science and reason,
RECOGNIZING that, races do not biologically exist,
AND ACKNOWLEDGEING the important of individualism and protecting the freedom of association,

BE IT RESOLVED BY THE UNITED NATIONS THAT:
No government may pass any law expanding or abridging the rights of any citizen on account of his or her race.
Furthermore, no government may deny to its citizens equal protection of the law on account of race.

This resolutions is very similar to one proposed by Sapientialis:
http://www.nationstates.net/cgi-bin/index.cgi/page=UN_proposal/start=25

except the scope of the Equal Rights includes not only race, but also religion, creed, sex, sexual orientation, marital status, veteran status, national origin and disability.

I encourage you to consider supporting that resolution as well.

Would this act encompass the elves, vampires, Daleks, and other forms of lifeforms of which most RPers in NS are so enamoured?

Shouldn't that be importance? I told you trying to fit neo-liberal crap into every one of your proposals was a bad idea, you have spoilt an otherwise good (if somewhat obsolete) proposal.

Racism is derived from anti-individualism. Therefore, individualism is the solution to racism.

Likewise segregation is the violation of the freedom of association. Therefore, freedom of association is the solution to segregation.

I would argue that racism is more the result of things like nationalism and xenophobia, though I suppose in a way nationalism is anti-individualism so perhaps you are right for once.
