Fighting is a good start. People should be allowed to beat each other (for fun and for profit)
It should be compulsory for all warring states to settle each others differences first with a wet pillow fight and then if that does not work, beat themselves senseless.

War must be developed by stages. Start with rough kidding, then taunting, then practical jokes, then food fights, then crank calls, then towel-snapping, etc. etc.
Would the towel snapping involve wet or dry towels?
